You can use the default policy that is available in the tenant. As per this documentation learn.microsoft.com/en-us/azure/active-directory-b2c/client-credentials-grant-flow?pivots=b2c-user-flow#step-3-obtain-an-access-token, "all types of user flows and custom policies support client credentials flow. You can use any user flow or custom policy you have, or create a new one, such as sign-up or sign-in.".

I am not sure if it is possible to customize the error message for a client credentials flow. But, what is the use case? Why the error message needs to be customized?

I can in see in response there is no refresh_token, May I know how it can be included in response

Refresh tokens are not generated for client credentials grant. ID and Refresh tokens will be generated only for authorization code grant flow. Please refer this video kzread.info/dash/bejne/m5eIqMWJmsyonbQ.html on how to configure authorization code grant flow in AzureAD.

How does your B2C application have app roles. It is not support in AD B2C
