I already have 10/10 (also first) and, you dont need to arrest people to have the badges, just respond to a call and the badge will spawn. For example, jewel rob, you can see badges inside. Cashier, you can see badges next to it. Atm, you can see badges next to it.

Heads up an easier way is to use alt account and meet up with ur main and do as many robberies then arrest ur alt
