If I start my university in February 2024 and after the completion of the first semester which will probably end in June or July. Can I change my university because I have finished my semester but haven't completed the 6 month tenure .

Yes after 6 months you can change your course as per the rules. If you are going to same AQF level then no need for new ViSa . if your level is down then you have to apply new study visa. Now a days immigration is very strict about visa hopping.

When you say six months. Does that actually mean six months from the day I started my course? Let’s say my semester is over in 4 months and 5 months. Is completing one semester equivalent to six months of study?

As per the government guidelines no changes are allowed before 6 months

With 90% marks there are good chances to get scholarships 50% or above. I suggest you to Apply as many universities as you can .

Usually 1st semester fee needs to be paid. Check your offer letter . Fee details must be there. If not I suggest to confirm with university. Email them in case you don’t find information in your offer letter

@@vinay_suthar01 MQP to masters Will took more time to finish your masters? Perth is regional area of Australia if you study from regional area you will get extra 5 points when you apply for your PR and you have family support in Perth too.
