How do you keep them from falling over with wind or someone getting to close ?

Hasn’t been a problem. Especially not with wind. 99% of the time they are used indoors
I make the marquee letters and numbers out of foam boards now. But I’m want to start making them out of plywood what tools do I need,

There’s a lot of tools involved but the biggest and most expensive would be a table saw. You could do it without one but I would definitely not want to
