from what i understand you are saying, no they will not. a VPN simply connects you to a server which access the internet for you making it seem like youre somewhere else.

There might be but this video was a fast, free and safe method since it's built into windows. Most programs nowadays are designed to connect to the Internet, especially for security updates.

Depends on the program. Some run as a service in the background all the time, others only work when you open it. All depends on how the program was designed.
