This is false, completely made up. He never retired, he died 5 years later. The main thing he did was changing the election. Basically he made rules like the cardinals can't leave the place of the election, among other rules. The pope makes the rules, so they can just retire anyway.

That non-cardinal pope was actually a really interesting guy. He became pope by sending hatemail to the cardinals who had deadlocked the conclave, and they were so surprised at his adamancy that they made him pope. He then became the first of two popes to resign, before being arrested for resigning by the new pope.
