So basically its for renewal. They are reducing head ache for people and simply following American style process, which they always follows in all other matters.

@5:30 , from September Passport application will be online who want to renew, you have to upload your picture online, now important will be what condition government will keep because we can't upload both side (can't visible in one frame)
