This is incredible. But for people who aren't as competent as this, would it be more effective to design the assets in procreate and then animate in aftereffects?

@@user-nv9vn8fm1dTry it and see how it goes, we all have different workflows. When I do things like this, I work on the logo with Illustrator, then I import all the layers I need into AE, and from there the speed and efficiency at which you can animate something like this depends mainly on the techniques and tools you use. Some projects/assets are easier to create/animate by hand like in this video, others are better done by the automation and tools that AE and other softwares provide. You'll get a feel for it the more projects you work on.
