Okay you said "The fallout could be even worse" right after saying it's a hydrogen bomb. The radioactive fallout for those isn't very bad since most of the material used for those explosions is fusion and not fission. Also it could be that Utsuho wouldn't need any radioactive material in the first place because of her powers so the fallout would be even less. Not saying anything about other types of fallout, but that is another matter.

Think she falls in 'Savant' territory

In tenshi's AoCF description she's said to be "stronger than anyone on the surface" and in that same game she almost destroys the world. Also as a celestial she can only die in *very* specific circumstances, definitely not weaker than Okuu

I have played both Touhou and Undertale and to be fair, most of Undertale characters can't stand a chance against most of Touhou characters lmao
