Eco friendly, yes. But is is OSHA approved?
The Dry bamboo is better than green bamboo for this purpose, because when the green bamboo will dry the ladder will be loose.

Why a hacksaw blade instead of proper toothed wood saw?

I'm guessing it's slower but gives a cleaner cut

Cleaner cut is right. The wider spacing of the teeth on a regular hand saw tends to tear the outer skin of the bamboo. A fine toothed Japanese pull saw works pretty well also.
