Allowing people to camp out in the city streets caused this. The minute people realized that they can do this the word spread out, Portland an awesome place to be homeless, you had the start of a snowball effect. Hundreds of people overnight decided, why look for a job when I can just camp out here.

@@nunya_eva I think that is an unfair generalization. I'm sure there are some that are homeless from circumstances that were beyond their control and/or from just bad luck. You ever hear of the 2008 recession? Maybe they then became drug addicts after the fact. I'm not defending the actions of those that become addicts I'm just saying it's not right to automatically assume that people that are homeless are always in that situation because they are low life scum. Instead of judgement, why not show a little compassion for those that are less fortunate than you?

Ppl may be homeless for various reason, but why do drugs? Starting a drug habit worsen the problem one is already in. Maybe they should clear some land and let the homeless pitch their tent in that area. Let them also be taught how to keep the area they live in clean. HOMELESSNESS is in every state in America. The welfare office also give ppl one way trips to Hawaii where they live on the streets.

Sorry to say it but Oregon voters made it so incarcerated people can't work for anything less than industry standard wages, which is what I'm guessing are union scale. And working while incarcerated has been a voluntary thing for quite awhile now. People either don't read what they vote for or they're stupid, maybe both.

Homeless people are not taking advantage of anyone. We are not getting ANY of the money that's supposed to be helping us. The politicians and nonprofit organizations get everything. The only 'assistance' we ever get is 'transitional housing' - ie, motel rooms. However - there's a time limit on those, and as no affordable housing units exist for people to transition into, everyone just winds up back on the street. It is a complete waste of taxpayer money - but that is NOT the fault of homeless people! The cost of living is currently so high that even two people, working full time, at minimum wage, are not going to be able to afford rent on a one bedroom apartment in ANY county in the entire state. So where the hell are all of these people supposed to go?

‘Teach’ homeless individuals? Odds are they know about the rules and choose not to follow them. I worked in MH field for 40 years. Many individuals choose not to use shelters due to drug use…without enforcement nothing will change. When will city officials accept reality, and research?

You're right. A lot of these people....we don't know how many, really....simply don't want to live by any rules. Others have deep mental health and/or addiction problems. The two groups have some overlap, surely. Others want and will accept help. I'm 100% OK my tax dollars being spent on those who want and will accept help and who agree that society has rules to live by. For the others, well, it might come down to [some form of] incarceration, for their own good and for the good of the community. Many homeless people have hit rock bottom and lifting them back up will be a huge undertaking, if possible at all. It's very sad. The fixes will not be cheap; sometimes they'll be unpleasant.

Educational phase - not enforcing the ban - Portland is such a joke…

Bring back chain gangs and make them work 10 hour days. Make them clean up other neighborhoods. Once word gets out it will disincentivise more showing up. Someone has to take a tough stance sooner or later. Treating these people with kid gloves is a joke and they know it.

We clearly don't have the capacity as a city and the empathy tank is running on E for a lot of folks who live here, pay taxes, and expect those city services to be available. The QoL in this city is bad. I'm glad the public majority's attitude is changing. This clearly can't continue.

What amazes me is how long Portland politicians took to realize that their foolish policies would drive all businesses and investors away and destroy their city before coming to the conclusion that something should be done to reverse the damage.

I live here. I moved here from Chicago. This hasta be the worst place I ever lived.

Where were these people before they became homeless? I am wanting to rewind this. Fifteen, twenty years ago, we did not have this in Portland. So, what were these peple doing at that time? So, did they lose a job and could not get another one? Is it the 2009 shake up that put some of these people on the street? Right now there is a great need for workers of all sorts, seems it should be pretty easy to get them reconnected. Why is it so difficult? Drug problems, how prevalent is it? What percentage of the people living on the street are addicts that are not able to work at all? A lot of these people collect all sorts of stuff and part of the problem is that. If they were campers, and only owned what was essential for camping, they could set up a camp for sleeping, then pack it up in the morning. This rule does not seem enforceable to me.

It's really hard to feel sorry for Portland when they continue to vote for the same thing over and over

Man those pods have AC and aren't much smaller then some available studio apartments in the city, minus a bathroom and kitchenet I suppose. If I were homeless (and I live on that edge every month) that looks like a very comfortable place for me to start putting my life back together, but that's only after the city (state) can stop corporate and investor greed and provide affordable rentals for people that make 19$ an hour or less. It doesn't matter how many pods you build if we do not get some kind of government oversight on the cost of housing, people who are homeless will remain homeless. When the loss of one pay check due to illness, weather, or some other event, can put a person or family out due to eviction, we will always have a problem. Homes at the basic level should not be considered commodities, they should be consider just like food and water. I'm not going to debate using larger homes and amenities as commodities. If you can afford them, then by all means, the seller should be able to sell for what ever someone is willing to pay. Basic no frills housing is something completely different and incentivizing developers and even (cant believe I am about to say this) investment corporations to build and rent sub $1000 rentals is absolutely needed to reduce the homeless population. Its even more important then providing addiction and mental health services. Why seek help for addiction or mental health so that I can work, when even if I am working I can not afford a place to sleep. Doesn't mean I don't hope that other homeless don't hear what this lady has to say about homelessness not being great in Portland. I work hard too and think you get what you work for. It just shouldn't be ridiculously out of reach for most working people regardless of income level.

What you are speaking about is a private citizen investing in a limited number of properties in order to make a living, that is awesome, make some money at least when the toilet or shower isn't working I have a way to contact you to get it fixed. What I was speaking about is large investment funds that are burred in even larger investment companies that are subsequently owned by companies such as Black Rock, at this point you can not find a private owner to get things fixed. These companies come in and buy up all of the available properties, build more, and then jack up the price until it is no longer affordable unless you come up with ways to subsidize the cost, like living in a two bedroom home with 10 people. This might sound good for a small property owner at first as it will increase the rent potential, but at some point they will be coming for your properties as well and they will find a way to take them for pennies if you do not sell out first. You say regulation is bad, but sir/madam I ask you to look at what's happened since the deregulation of the airline industry, fewer airline companies, smaller seats, higher prices, more people packed on one flight, and where did the peanuts go? Look at the deregulation of import tax's, a little thing called NAFTA. Imagine if they deregulated the food and restaurant industry. We would have dinning rooms that were meant for 50 tables filled with 150 tables and food safety would be all but extinct. We need to regulate the real-estate industry, investors, and local governments. We need to build affordable homes and then work on getting people off the street, first the families with kids, then work on the addiction issue. Regulation with oversight is the key to getting our financial system back in control and then helping those that need it who are on the streets. Our cities already look like third world countries and its only going to get worse without federal regulation. Corporations should not have the same rights as individual citizens. If you or I go bankrupt, we have to deal with that and build back up. Corporations don't care. They go bankrupt, lay off their employees, then incorporate under a different name. The investors have lost nothing and people are left to struggle on their own. I'll stop here, but I'm telling you we need to figure out a way through regulation to incentivize these big pocket investors and developers to either build affordable housing or to find another market segment to invest in that has less impact on people and families.

Someday, historians and sociologists will look back and wonder how a seemingly educated people, living in a beautiful natural region with a thriving economy, managed to drive the whole thing into a ditch. In less than 25 years they fouled the environment, pitted neighbor against neighbor, promoted crime, eliminated places of employment, and created a self-destructive generation of young people. And they did it by conscious choice - thinking that their decisions were sophisticated and intelligent and compassionate. Portland is looking more like Detroit now.

We moved to Portland in 2020. We left June 2023. We literally watched it die. I was physically assaulted by homeless 4 times in those 3 years and sexually assaulted once. I am now permanently disabled because of the last attack which was in the Rose Gardens in Washington Park. My husband grew up in Detroit in the 80s and says Portland is 10x worse. At least in Detroit you could call the police and people were arrested.

What struck me was minute 3:30, the person under the Morrison Bridge and her comments about Portland being welcoming to homeless people which is why she decided to move here. I would have loved the reporter to ask her a few more questions about it. Where is she originally from, where did she hear about Portland being welcoming and just let her talk and listen to the answers. Maybe they will re-interview her and ask some more questions casually about this... in fact, I wish they would ask more questions about this and why the homeless moved to our area. I'm not coming down on the homeless who move here but I'd really like more info on why they decided to migrate to Portland and look for a commonality if it exists. Just my thoughts... If we are being promoted for something, it would be good to know where that information is coming from and it is obviously out of state.

The idea that a city can be "homeless friendly" is not a sane one. One way or another, people need to be excluded from living on the streets. Work camps and/or asylums are the best solution.. Give people choices for their future, but do not enable them to stay homeless.

We need to build camps to house these people. I was in the army in the 60's. The barraks we had were simple and cheap to build. The residents could learn skills, prepare all the food, clean and maintain the buildings and grounds. No booze or drugs. Army life was pretty damn good and it would do these bums a world of good to be forced to work, take care of themselves, get clean and sober, and then return to society with basic skills and get a job like the rest of us.

There is shelter, you just have to be sober, that's not what they want. So they don't do it.

There's a lot more to it than just drugs. Nobody wants to be bunked next to an insane person or leave their things for fifteen minutes to shower for another temp resident to steal... Use your head.

@@svenvaltik5657 You think nobody is going to take your stuff because you have a tent? You've obviously never been homeless. I was homeless from 16-18 years old. In Portland, OR. You can't tell me nothing about being on the street. I'm speaking from experience.

I have worked downtown for over 9 years and all I have seen is the city herd the homeless around like sheep. They have also been their enablers to keep doing drugs with the current drug laws and they do very little to get these people to want to go be part of society. How about you put your foot down and state the law and if they don't like it they can go somewhere else. That is what you expect of us productive people. Why do you feel they need day centers? Where are you going to get the money for these centers? Are you going to just vote into existence another tax without letting people vote on it? The Mayor and the city have made being homeless an acceptable way of life when they should be shown how to get off the street and take care of themselves. If they can not take care of themselves then they need the state to open back up hospitals so that people that suffer from mental illness can be taken care of. As for the lady and many others there are states that give people one way bus tickets to Portland.

Portland is an awesome place to be homeless is because of the drugs are legalized. With those pods will keep welcoming many people from other states.

I cant believe she thought this was the place to come to do this...

They need a work program for the homeless. They need to work 4 hours a day cleaning up graffiti, taking the trash to dumpsters and sweeping streets. Then they can keep their tent for one night on public property. They'll find a different city real quick.

I have been going to Portland pre Covid about four times a year, for about ten years and even considered moving there from Los Angeles or at least getting a second home there. Now I’ve only gone twice in three years and will definitely not buy anything there. Sad state of affairs!

Wouldn't it be better to spend tax dollars on re-educating this folks, training them with a skill, and giving them jobs where they're actively doing something and contributing to society? I do feel for homeless people, but when people look at Portland as a great place for homeless and nobody questions that ... we have a problem that will never have a solution. Not all homeless people are drug addicts, sure many are, but not all ... Portland need to look at how Finland deals with homeless.

I am not arguing with you. Finland does a great job. We will always have a group that, for some reason, cannot adapt. In the US we have always had homeless people that kept to the shadows. I remember seeing homeless people I Seattle in the 1960s. There were not whole families living on the street. Or living out of cars or broken down RVs. We must have public education systems that prepare students for either a college track or for work by study or get them into trade areas. It can be done.

Teach them? Were they also gonna give out foil & $traw$? New tarp$$ & tent$$. I still can't believe we were not able to #RecallTedWheeler 2 years ago - people wouldn't sign saying "recalls are expensive" how many millions are wasted daily in this city and how much worse is Poorland 2 years later #KeepPortlandApathetic

How will Portland enforce the ban when the 9th Circuit Court of Appeals has issued a ruling preventing municipalities from removing homeless people from public property if there isn't enough shelter for them? There's something fishy about Portland's ban on daytime camping.

I appreciate portland helping the homeless problem, but I don't want us to be "an awesome place to be homeless."

What nightmare

8 to 8 is such nonsense and the simple fact that they came up with something so pathetic gives me a little hope that they will ever find an actual solution. People need homes to live in not hours to camp by. I don't understand why they can't use the empty Colosseum or perhaps there is a jail that is empty. I know that doesn't sound nice but let's be realistic.

Seeing this is way ive lost faith in humanity everyone wants this homeless problem to just vanish without doing anything people ether want them all in jail forever or sent out into desert lands to die far from city and being eyesores to all the people with money peoples favorite problem one that fixes itself for no money

The da is part of the problem with rising crime stats and his cherry picking of what statutes to enforce. He needs to go. The enablers on city council and city administration need to go. They created this mess by not getting ahead of it early on. The county and city leadership. Need to coordinate a homeless housing mitigation plan instead of competing they need to work cooperatively to solve the issue. They have millons of dollar s in tax funding that's not being used. I can see why governor kotek is frustrated with lack of leadership on the city and county level . And why she's putting a task force together to address public drug use etc..the local leadership is inept and inefficient.

When the city needs to help the homeless they need to establish low budget shelters on the outskirts of the city. Those communities need: police patrols, showers, toilets, laundry and a pantry. The pantry can prepare community meals and store reserve supplies. That pantry can also manage personal sundries. All this can be done through the city and with the help of donations. But, there will be no end to the homelessness until there is a program that gets them back into the job market. The people that do get jobs will need help managing their funds. People with drug addictions are a different category. It's rare for a person to quit addiction and rise up from it. It's a blessing when they do it to both the community and themselves. It's one of the saddest things in life when a person submits to the addictions and gives up on life. I live in a city where I see all of these things everyday. Dollar stores have trouble staying open because nobody wants to work at them. Those stores are robbed almost everyday. Then the customers blame that all on the employees. I feel that a declining economy along with drug addiction will be our fall if we can't stop it. It's as if spies have planned this to ruin countries so that they can take them...😢 : and the masses submit to that devious and dark way.

Here are my thoughts. If the federal government can house and support 10 million illegal immigrants that are not citizen of this country that have never paid a diame into to our taxes, they can take care of every homeless person in America.

Rules and regulations only apply to people with a checking account. Non revenue arrests cost the city/county $50,000 per individual to feed, shelter, public defender, court costs, health care while in custody, etc. these criminals don’t have a checking account so we can’t earn money from the arrest. Easier to issue tickets and fines for window tint, no front license plate, expired registration, rolling stops. And property owners and businesses owners for any slight meaningless infraction.

Yeah - they can move to... where they came from.

In Ukraine we have no sympathy for long term homeless, they have family and can get job but don’t. Ukrainian community in Portland will help the community by reporting criminal homelessness. We are making the world better both in Ukraine and here in US.

Big story: Homeless people are still homeless. Fucking gold medal reporting right here. Smh. This ordinance is just a disgusting way to make their lives even harder and then jail them for being homeless.

This can be solved with low income housing. The money the city is spending right now to clean up the city could instead be spent to fix up some old motels or abandoned buildings. Take a nominal feel from all low income recipients, hire a caregiver, pay for administration and upkeep, give these people some dignity. Cause what the city is doing now is not working. All the nasty judgemental comments don't help either. It's just spreading hatred.

Damn.......Blair deserves an award for all the stories she does on homeless camps.

So you arrest someone just to release them the next day… give them a fine they can't pay… have them wander around all day just so they can put down their tent and belongings at night? Fentanyl and Tranq horse tranquilizer destroy humans mentally and physically beyond the point of repair very quickly. Street encampments are nothing else but lawless open air fentanyl markets brewing all sorts of crime and violence.

Buy some land/acreage on the edge of the city, and have that available for tents; then strongly enforce the current ordinance. That would clear out the downtown area.

Their tents is the key. It is how they define their measure of freedom (no check-in or check-out). If they pitched their tents in land within walking distance of the downtown, it just might work. Create other incentives (a tent for haircuts and other basic needs, for instance). @@asianpower3000

Actually multco has land and acreage that could be utilized for that purpose, triaging this population and restabilization so they can transition to permanent housing. They are choosing not to use resources available and seem to be fostering antagonistic dynamic with city leadership. That's part of the problem . They can't seem to work cooperatively to problem solve and why the state governor isn't satisfied with lack of positive outcomes.

It seems our mayor has been quite the flunky for his entire term. It’s been do nothing or come up with some severe penalties that have no backup plans and little to no enforcement. Any progress we’ve made has the new governor.

Or... Criminalize drugs again, criminalize theft again, provide sobriety services instead of the enablement of drug use, try that experiment. The "homeless", "unhoused" or whatever else you want to call the camping drug users, will go elsewhere, or will have to get clean.

I grew up in Oregon and Portland and seeing it now is disgraceful there needs to be laws put in place forcing mentally ill drug users that are a danger to themselves and others into a facility for treatment and than shipping those back who came from other states for a free homeless vacation here in Oregon. I'm surprised many businesses lasted as long as they did and not leave many years ago vs fighting it out with deranged junkies. You can't have a major city in US feeling less safe than many 3rd world countries when we have resources to actually clean it up and make it a safe place again.

Greed and stupidity created this, and cheapness and miserliness won't cure it. Was up there truckin' on the 84 recently, and saw two groups around campfires under bridges in the dead of night. Humanity is flawed, and devolving. The temperatures up in this region in the winter are death. No human craves that.

Portland, how many empty lots could you clear of trash and weeds and make them into smaller sanctioned sites? Probably a lot. How many abandoned houses does the city have claim to, that they could fix up to be habitable, and use them for overnight shelters? I imagine at least a few.
