Nope. A deliberate act that is a crime aginst humanity, and also a crime under US maritime law and Military law. You CANNOT fire on people in the water UNLESS they are actually and actively firing at you. If you've sunk their boat and they are in the water and NOT firing then they are due every protection & assistance under Maritime Law. 25 years to life for that crime. Under military law it's a death sentence.

Pilots love it when you give your initials for them to really join the fight!! From 1st hand experience, gunships and their pilots are 1 of the biggest assets you can have for ground troops. When they say their on the way. Dig in and hold off until their on station, and you'll feel relieved after seeing them in action. Giving you a min to retake the situation and think for a second before moving boots forward. Seeing them come into view gives a 2nd wind while you're motivation and drive go through the roof!

Ummm... as a military helicopter pilot with multiple combat tours (mostly as MEDEVAC), I can say with near 100% confidence they were not "pissed"... though I'm sure they were happy to get a few flight hours. Literally zero people would be able to just "swim to shore" tho. In the middle of the ocean, if your vessel is sunk, unless you have rescue, youre dead as soon as your boat stops being operable. Matter of time before you drown.

An NVA officer expressed that idea in the film We Were Soldiers Once...and Young. It's based on the true history of the USA's first use of Air Cavalry: the First and Second Battalions of the 7th Cavalry Regiment in the Battle of the Ia Drang Valley, which happened in Vietnam in 1965. It's a good movie based on the book by Col. Hal Moore and journalist Joe Galloway. Moore made it to Lt. General. Galloway had a great career as an actual journalist, not the type that exists today. There's a random factoid from the past.

These days, we'd give the pirates a cell phone, EBT card, place to live and a ride to their new home.

I worked contract security on container ships for about a year. I was paid 10k a month with a 30k signing bonus. It was good money for me 13 years ago but we really were out there on our own when there were no allied Navy assets in the area. There were only four of us including myself at any given time. And sometimes there was a language barrier between me and the other guys who were usually Eastern European (many from Bulgaria).
