Angular velocity omega ω =v/r. V is tangential velocity and r is the distance from axis of rotation. ω is angular velocity or rotational velocity is always same everywhere in a rotating object. But the tangential velocity, v (also called linear velocity) is not constant. It depends on the distance from the axis of rotation, r. More r means more v. As you said v=ωr. Here ω is constant. Therefore v will be high at larger r. So objects closer to center moves slower than that of objects at the circumference. Hope you understand. Time taken by inner object (closer to center) to make one complete rotation = Time taken by outer object (at a distance r from center) to make one complete rotation. But distance travelled by both objects are not same.

Dark energy makes the stars in the outer galaxy spin faster. Inner galaxy stars are spinning faster due to black hole. Black hole's effect doesn't reach to the outer galaxy stars since its mass is very less compared to Galaxy's mass.

Earth is revolving around Sun in 365 days. Sun is going around a common center called Bary centre and our solar system in moving around the centre of our galaxy. So it keeps chaging and earth is tilted at an angle of 23.5°
