Conduction means movement... And in solid state ions are not moving.. But in molten state they are moving hence conduct electricity

Mam when outermost cell contain 4 electrons it is called metalloid

Not all element with 4 electron in outermost shell is metalloid.. For example carbon with 4 electron is non metal But silicon with 4 electron is metalloid But till 10th we can give generalise statement because we are discussing ionic and covalent bond only (Metal and Non metal concept discussed) And since in bond formation in covalent compound moreover we take carbon as one the element so it's related to this fact only
