    You can generally apply for and receive both if you qualify for both programs. Food stamp assistance is income based so check with the agency in your state for application requirements and details. In Wisconsin they have an online system you can use to see what benefits you can qualify for. You can view it here access.wisconsin.gov/access/ In Wisconsin they call it "Foodshare" and have a good overview here www.dhs.wisconsin.gov/foodshare/index.htm Again, I would contact the program in your state for further details on assets and income requirements for each program.
