Because it’s Texas. It rarely snows or freezes
You can use pool noodles and duck tape it works

@Alexer nope pipes will freeze inside walls as well as under floors if the house loses heat. I live in Ohio and have had my pipes freeze. One year my furnace went out and the water in my toilet froze. Yes if the house is empty the best bet is to turn it off and flush the system
I don't understand why people didn't have pipe wrap already installed years ago? Right now it's -11F here in Wisconsin, I don't have any pipe wrap and I'm not worried. Don't forget toilet paper!

The same here it is Neg -12 degs here in Lino Lake, Mn. I have my hot water pipes insulation. Helps on the Gas Hot Water bill.

As long as water is flowing thru the pipes occasionally they won't freeze. Unoccupied houses bad news.
