Fun fact: there was an article about this movie about a month ago and it said that this is completely misleading. Paul was actually holding the Tutsis captive and made the appearance that he was keeping them safe. The article includes interviews from about 40 Tutsis who were held captive in his hotel.

He most likely assuming he survived the subsequent loss of the the war, ended up in the Congo which would be a fate worse than death for alot of Hutu's. As the Tutsi's ended up turning the genocide around and pushing the entire Hutu population into eastern Congo and in the mid 1990's it turned into a humanitarian crisis that never really got resolved during the period and spiraled into the 2 Congo wars and multiple famines/disease epidemics.

When the Zaire government was replaced by a puppet gov that new government eventually ended up with the 2nd congo war as well as multiple ebola outbreaks over the next 3 decades and endless rebel groups.

The Tutsi wee already the dominant ruling ethnic group in the Kingdom of Rwanda before colonization.
