Did some digging, apparently the phrase "Herbie liked peanuts" is a reference to the serial killer Herbert Mullin. While in prison, he apparently loved to sing or whistle, especially when people watched TV. So a cellmate (another serial killer Edmund Kemper) he had basically pavloved Mullin by dumping water on him if he whistled to shut him up, and later used peanuts as a reward when Mullin asked for permission to sing/whistle.
