Fun fact: this actually makes the siren more effective because a warbling sound like this passes through walls better. I still wouldn’t rely on it for indoor warning though.

It’s not meant for indoor warnings, the outdoor warning sirens are never meant for the indoors. Indoor alarms is like you cell phone or a weather radio.

This is because the source of the sound frequency is changing distances as it's reaching the observer's ear, that's the definition of the Doppler effect, and it can happen with light waves and other waves too. A great example of a Doppler effect is when a firetruck with a siren flies past you and you can hear the wee-woo decrease in pitch because the source of the sound is getting further away. In order for it to be a tremolo effect, the pitch itself would have to make that rhythmic volume change; however, since it's the cone's placement that's changing the distance and perception of the tone, the frequency and volume of the siren itself is not changing pitch, so no tremolo effect. Both effects are very similar, but it depends on what's the source of the pitch change. Distance distortion = Doppler effect Tone volume = tremolo
