If all the air flow is open why would the damper show closed? It doesn’t make any sense.

Where do you point the arrow to the supply or return?

I set it exactly like you mentioned. But, I still have low airflow on the second floor. Should I turn that zone on alone and lower the pressure? When I do that I see that the cprd slowly opens, is that okay? Or it should always remain closed? Thanks!

Check it with an anometer to get a accurate read on cfms then adjust to what you need
