And such a tactic was neither first nor last. In a similar way Lord Chatrapati Shivaji apologizes to Afzul Khan. We all know what happen next. Lord assassinated Afzul Khan. Even if Veer Savarkar didn't mean to apologize, he have to. In the prison he wouldn't able to fight for freedom with his complete power. Its just a manipulation technique to get rid of imprisonment. Veer Savarkar spent 27 years in captivity from 1910 to 1937. How many years did Gandhi and Nehru spend in jail? very few days coz they were British agents and British didn't fear them. But Veer Savarkar was a dangerous man for British as he was assembling more people to fight against British and caught during a revolutionary movement. Even Indira Gandhi acknowledged Veer Savarkar role in Indian fight for independence and there are proofs of it. Taking advantage of this ignorance, Congress and Left tarnish image of Savarkar by saying that since he wrote mercy petition, he was a coward and traitor! Just a simple google search about veer Savarkar will give you all proofs with letters during that time about his role as freedom fighter for India.
