I wouldn't be surprised if it was partly the intention with the release of Hitman (2016) to make the main storyline missions look like another of Agent 47's usual bounties.

I love the escalation of these briefings across the games You go from, “this guys forging artwork go kill him” to shit like “this man is lax building inspector who’s let massive amounts of people die go kill him but dont hurt his escorts.”

They were, but were later featured in a dual target event

so you can't play gary busey or xander ava in hitman 3 arcade but every other one is available
