Take it from someone who has built with pre-cast that there are certain designs where the pre-cast floor panels are extremely dangerous because they rely on load bearing gravity as much as the method they're are tied into the building's walls which is not the same as a monolithically poured floor. The recent Surfside condo is likely such a design.
