He was originally a prominent French general in Napoleon's army and already had a great reputation in Sweden due to his humane treatment of Swedish POWs. Due to this, He has crowned heir to the king of Sweden (Sweden was under a succession crisis at the time). Eventually, in 1818, He was Crowned King of Sweden and Norway. Since Norway was under a personal union with Sweden. TL;DR: During This time, Sweden and Norway were ruled by a French General.
