Check your foreground and background color. You will see the two square icon at your left hand side of your screen, it will show once you select your brush, now change the first square icon to white which is the foreground color, make sure it is white and your brush will work. If you don't understand my explanation you can also check on google on how to locate your foreground and background color in Photoshop.
