Well, your data is rock solid based on my own sousurveillence leaning counterinvestigation...But is primarily restricted in scope to CP and script kiddies using crime as a service darknet aquired software. Essentially downstream low hanging fruit. However, I think I know why they kill the case instead of burning the source....you are making the assumption it's a toolbox in Leo hands to begin with. It's far more likely in many cases the LEO's are tipped via fusion center whispers, and then parallel construct the case. contact me when you're ready to sack up and take the red pill and dive down the rabbit hole instead of swimming around the edges of it.

You might note that discovery motion references to Leo toolkits started tapering off as the fusion center gained sanction clearance and operational carte blanch. Right around 2015. Funny coincidence that, n'ect pas?
