The movie make different choice in there, Its almost similiar to N-ultras, Gaia, and Agul. The ultras in here they need like concentration and if they lose it, or feel stressful, or tired they're color timer start off but they also can retread or transform into human if they want

In this movie they imply that Ultraman's job isn't to kill kaiju but just get them away from Japan. They're basically just wild animals encroaching in a habitat they don't understand.
