As much as I never liked Osoro, on this, he is very right and genuine. The COGs should be able to testify the impact of the fundings every day. Also, we need to understand is some of the refunded amount are the late disbursements strategically made by these governments at a time they can't deliver anything.

CDF has been overtaken by time. Let legislators do legislation. CDF money should be given to governors.
