PAOCC's approach is much too legalistic. They know that ALL pogos were licensed purely with paperwork. Nothing was done to verify the documents presented. No citizenship verification was done for owners or incorporators. They also know that no agency questioned additional construction work or the size of the compounds after the licenses were granted. That's plenty of legal justification for PAOCC to order unannounced police and military inspections of all 300+ pogos, licensed and unlicensed, in a single nationwide sweep of all of them at the same time, because they are all working together. Waiting for some kind of complaint is no longer reasonable. The government itself now has every reason to be the one making the complaints. There is also overwhelming evidence of government complicity in all the pogo crimes. Since all the pogos are Chinese owned and operated, that means government officials are known to have conspired with foreign nationals against the laws of the Philippines. That alone makes military raids on the pogos urgently necessary as a national security emergency.
