Not high ranked, that soldier was a private, he had no rank slide on.

Notice how with all the other people the horse would move its head or legs would go the opposite way, but as the soldier checked the horses reins and stuff the horse was at ease and didn't really show any movements of agression or fear.

That soldier was probably part of the livestock unit that helps take care of the horses.

This type of video cracks me up. These guys are not just horse riders, they are literally a special forces unit tasked with protecting the palace. The soldier who was "allowed to touch the reigns" is a superior officer whos duty it is to ensure the health of the horse and do random checks. He's the only person besides the rider who is allowed to interact with that horse.

The soldier is actually part of the horses care, he needs to monitor its behavior, calm it down, make sure all reigns are secure, and switch horses out to take breaks. He has to be friendly with them so they won't bite him, or attack. Civilians aren't allowed to pet them, nor are any unauthorized personal

Of course he lets the foot soldier touch the reigns, he’s inspecting them for any looseness as the guard can’t inspect them himself
