I think it is just Danny and Steve telling the officers about something that happened a while ago to teach them about teamwork. I could be wrong, but that is how I saw it.

Grace Waggoner it was a demonstration lecture of what could happen if there is no team work. Steve was talking about it while the demo was an idea, not really happening, but what could happen.
