Here is a quotation from the game's page over on BGG. No one has replied yet. Would love to know your take on the issue they raise: "The specter placement rule seems odd. The amount placed is almost too big to handle. If playing with 2-3 players you place an equal amount of specters as you do with 4, every round. It results in an impossible amount of specters to handle, making buildings pretty much never giving income an so being useless (besides giving points). This game then ends up being a 100% specter-hunting-game. I wonder how others see this (or the creator)?"
