Are you saying that any type of rejection counts against your 3 chances? So, even if Harvard Kennedy knows you applied to the wrong program, such as when you have 9 years of experience, that still counts again you?

You can apply to a particular degree program at HKS 3 times. Therefore, if you applied to the wrong degree program, simply apply to the correct degree program in a following application year.
