Actually it's pretty common, wands are an european invention, Uagadou the magic school in Africa (in HP universe) do not use wand, every student use only their bodies to do magic.

Can you imagine how the wizards and witches (especially most "pure-bloods") feel seeing a "muggle-born" being able to do powerful magic without a focus or incantation? I like to think that the magic in Harry Potter is Spellcrafting Magic, magic that can do practically anything with the right training and studying, while Wanda's Chaos Magic can also do so many things while needing self-control, and concentration.
