There is a letter in Pashto which is pronounced as ‘sh’ in Southern areas ( Quetta, Qandahar etc.) and as ‘kh’ in north ( Peshawar, Jalaabad). Both are considered correct. So it is both Pukhtoon and Pushtoon..:).. but for a longer time Qandahar was the center of Pakhtoon culture and political power so ‘sh’ dialect got more traction, therefore it is written as Pe’sh’awar but the people of Peshawar call their city as Pekhawar and their language as Pakhto.
