9:30 some countries traditionally count/counted years in terms of which emperor reigned/reigned at the time, instead of how much time passed since a certain event (the birth of christ, for the calender we go off) so when a new emperor comes into power itd go back to year one (of [emperors name] era/period). this also means you can be 30 in year 8 but 31 in year 1. so it could be year 1 of a certain emperor or king or whatevers reign, and thats what the newspaper is going off, but actually be 2014 or something, and the other articles were posted in 2013 (although, the devs actually intent was likely so then you could know how many years your zoo has existed for and not that the country the zoo is in, in this universe, bases years off of the current reigning monarch)
