Does he really target Jews when Kyle isn’t around? His hate for Kyle is a major motivator but unless it’s to upset Kyle in some fashion I don’t think he really does much against them (unlike hippies)

Yes he did. In the 1st to half of 4th season he was 8. I think in the 14th or 15th season Stan said he's 10. So I'm guessing between season 4 and season 14 he was 9.
