Is it the quality of the video or do all of these paintings look like they need to be cleaned?

I noticed that as well. It's not the video. The paintings all seem to be under glass, and if the glass is so dirty that it obscures the paintings, then that's some filthy-ass glass. That'd be easy enough to remedy; If they installed glass over paintings that needed cleaning, then that's weird. I'm confused.

I think it is a possibility it it anti-reflective glass. It has all the hallmarks of it and should only be used as a last resort. Here it is probable because of the way the paintings are illuminated from above. Only the gallery could answer this one. The painting above the doorway shows the reflection of the corniche, it would have been even more visible without the use of this glass.
