The drummer just tearing it up in the background is pretty funny, it's priceless when Haley seems to smile at the drum sounds.

Absolutely wonderful song. I imagine someone will eventually be looking this up to see if there's any information about how to play it and so here is what I've figured out so far. Hopefully it's right. It's such a good song. If one were to play this in standard tuning put the capo on the 4th fret. Play chords C#,, B, A, and F#. To put this is terms of cowboy chords if one played this without a capo in a different key those chords would be A (probably more likely a two finger A7), G, F, and D. So if you want you can think of it in those terms. You can do some inversions further up the neck and she does that but this should give someone a head start who wants to try learning it. However I'm pretty sure she plays this in drop D. In fact I'm pretty sure she does. So that changes things a bit but the stuff above can give you a head start. Play the G formation chord(really a B chord) with the low E on the 7th fret. She plays the A formation chord (it's really C#) in two different spots. One like a normal cowboy chord and another by hitting the 4th string on the 11th fret and 3rd string on the 10th. And the F formation cowboy chord (which is really an A) you can play just like an F cowboy chord but without barring it. That will really give you head start to figure out the picking.

Who is the bass player?

Abbey Blackwell on upright bass
She's reminding me more of Joni Mitchell.
