Is the 6 and 20 a must or can I mix with just a 20 developer?

When you mix 6v+20v, you will create a 13V developer. It's more safe for your hair when you apply 13V instead of 20V in the beginning.

would a level 1 or level 3 demi color dye brown virgin hair that i have on top or would it only dye bleached hair like this client had? her natural grown out color seems to be the same as the demi dye so i can't decide if this would work on my virgin brown hair or i would have to dye the top black with a permanent color

yes it would dye your hair! hair doesn't have to be bleached for demi hair color to work.
