Gyokko doesn’t kill kids but he don’t want to deal with them either because he thinks they’re bothersome.
Sometimes during his free time he scares kids or play pranks on them and then watches as they go cry to their parents.
He can only stand Annie more than any other kids he has interacted with because she not scared of what he looks like and she’s Muzan’s daughter.
So scaring her would likely get him in trouble with Muzan and nobody wants that to happen.
