That's the lightward's battlestaff, great skin, very rare drop in heart of thorns maps! Can be found on the TP.

It is tough to say, they generally have a rotation, but at least from what I can find that one hasn't been in the store for quite a while. Usually that means its more likely to come back, but they don't really announce anything ahead of time other than blog posts

Looks like Canthan Spiritualist Appearance Package was the last time it was available on the store, and that was April 2022. No, Canthan Spiritualist Backpack and Glider Combo was available in July of 22. It has been almost two years, you would think they would have brought it back by now.
