For functionality I reccommend Mistlock for most. Armistice one if you like to WvW (but there's no PVE map while you are in it, so thats a big downside). Thousand seas if you fish a lot All these three has the feature that teleports you back to where you were when you double click the item in your inventory again.

It's tough to say, but last year they had two sales in the summer, one in May and one in June/July. The second one was just before the SOTO release so this year they may come a little later.
