In the matrix form for TCP back mechanism, it seems like it is a time dependent game, by which i mean, it dependent on the first player's choice and then the second player chooses, but should not be the case right? cause they are simultaneously choosing.

They are not necessarily simultaneously choosing, since one might wait for the other - Extensive form. It can be competitive at certain time to not make any action (think Poker).
