We actually can become cop without mod. Just make sure these things: Unlock Barbara as your Girlfriend and then make sure you have 100% with her so you will earn a cop suit. Then just by a cheat code you will never get wanted level and by another cheat code you can use your pedestrians as your homies (use cop). Then just start a viglantine mission
