Best VC Safe House is the one in downtown with a helipad. Also, at least VC and San Andreas have safe houses that can generate cash, including the best or one of the best SA one's, the air field. I think Hunters spawn there if you do something right. Nice, lovely Hunter attack chopper to either go on a stroll through the friendly skies or go on a brutal rampage. It's been a long time since I played San Andreas. I'm going to be getting big three 3D universe games again soon.

In GTA 3 and Vice City you can loose cops by loading the savefile. That's one extra step, but can still be useful to you sometimes.

5 has at least one safe house for each protagonist. Franklin has his aunt’s house at first, then the one in VineWood Hills. Michael has his mansion in Rockford Hills, and Trevor has his trailer in Sandy Shores, and after the mission ‘Hang Ten’ he gets the Vanilla Unicorn Gentlemen’s Club
