They try not to steal civilian cars because they typically think of it as unrealistic. Also, I am sure he was trying to end the pursuit fairly quickly because of how long the episode had been going.

Do an episode. Sniping cops, running like crazy, holding people hostage, setting up cars so while your running you can switch cars every couple of minutes. Dirtbikes, cars, trucks, across the lake on jetskis, taking back allys and going in the city sewers and running through the waterways, going up chiliad and jetbiking off, stealing a helicopter and cop cars. Do one giant 2 hour episode with as many of you guys as possible. Make it epic.
