IRL: A lot more Secret Service/Military presence on those hills Michael took his sniper shot from. But it's a video game, so I'm not going to think about it too much. :)

Likely bullet resistant clear plexiglass in front of President to slow down sniper bullet. Secret service would have noticed hill from where he shot and blocked off access road/stationed an agent there
