It has the engine resistance flag. So whenever you hit a bump (even if it’s very small) it reduces the engine power instantly.

The car has Engine Resistance. It's a known thing on GTA cars. Some have it. It's like an engine resist. Revs bounce and the car doesn't really have a lot of top speed.
