I think he played with trevor/micheal when the cartel targets them and used a script hook for freeze wanted level to 0 stars

Because normally he would get wanted level, but it got turned off
did you have cops ignore you on if you did turn it of and instead have freaze wanted level at 0 it wil make them act better than stutter step like they do in the video!
